Da Nang youth play core role in supporting residents to access digital transformation

With their youth, dynamism and sensitivity to science and technology, Youth Union members in Da Nang are considered as the core force in supporting local residents to access digital transformation, thereby contributing to the city’s socio-economic development.

Actively supporting local residents

Hoa Hiep Bac Ward is the first locality of Lien Chieu District to get actively involved in supporting local residents in digital transformation by the launching of the Community Digital Transformation Volunteer Youth Team.

Huynh Vo Ha Le, Secretary of the Youth Union organisation of Hoa Hiep Bac Ward, said that since the team was established, members have spent a lot of time on guiding locals to use advanced technology such as downloading apps on payment of electricity and water, and boosting online purchases without cash.

In addition, the team members have guided local residents to create digital addresses and electronic citizen accounts, as well as to install and use public services such as Da Nang Smart City, Public Service Portal and electronic medical declaration apps.

In Hoa Vang District, 113 community digital technology groups have been established. Such groups are responsible for guiding local residents on how to access the electronic portals of the city, district, ward and commune, and to use digital citizen accounts and payment apps.

Besides, since early 2022, the Hoa Vang District chapter of the municipal Youth Union has directed its affiliated units to implement many specific solutions in order to improve the efficiency of administrative reform, which was considered one of the key tasks throughout the year.

Mr. Nguyen Phu Tho residing in Yen Ne 2 Village, Hoa Tien Commune, Hoa Vang District, said that “When I went to the commune to solve work, I was guided by young people to use online utilities. Thanks to that, I know how to use online utilities without having to go directly to the transaction place anymore. It is very convenient, helping me and other people save travel time”.

Providing more training courses on digital transformation

In fact, there are still many people who still do not have basic knowledge about digital transformation. Therefore, it is necessary and regular to widely publicise digital transformation, starting from practical applications, among local residents.

Deputy Secretary of the Thanh Khe District chapter of the municipal Youth Union Mai Hong Anh said that Youth Union members are the pioneering, core and nucleus force to spread the digital spirit and digital skills to all people.

Therefore, the organisation has established community digital technology groups to guide citizens to access the website https://dichvucong.danang.gov.vn/ to use online public administrative services at levels 3 and 4.

At the same time, teams of young volunteers who are cadres, civil servants and employees working at the divisions for receiving dossiers and returning the results of administrative procedures at district and ward levels have been set up, aiming to encourage and guide locals to implement transactions for online public services in the electronic environment.

In addition to applying digital transformation to administrative reform, Youth Union members have participated in the ‘Volunteer Saturdays’ programme to guide people to use the digital platform to interact with the government through the Zalo e-Government at ward and district levels, pay online via VNpay wallet at the ‘one-stop-shop’ divisions, and open electronic payment accounts.

Mr. Tran Ngoc Thach, Deputy Director of the municipal Department of Information and Communications, said that the whole city has more than 2,500 community digital technology groups with more than 14,000 members. Mainly of them are Youth Union members, young people and employees of city-based enterprises.

He stressed the need for localities to actively coordinate with functional sectors to organize training courses on digital transformation for Youth Union members and members of community digital technology teams, as well as propose support policies for them so that they can do better in the near future.
