Effective exploitation of digital data promoted

One of digital transformation goals that Da Nang has set for 2024 is to continue to exploit and use digital data effectively. The city aims to share information quickly but still ensure quality, and data security and integrity as well.

Many results clear the data source

To effectively implement the city's digital transformation theme in 2023 "Unlocking data sources to create new value", since January 1, 2023, the city has collected fees for using and exploiting the notary database for notary practice organisations; fees for exploitation and use of land documents; and fees for providing information about secured transactions.

More than VND400 million in fees was collected in 2023 from digital data exploitation and lookup services.

With this regulation, Da Nang is the first locality in the country to boost digital transformation, bringing revenue to the budget.

To date, 55 agencies citywide have issued plans to deploy open data lists of agencies and units, including 15 out of the 25 departments, divisions and branches; and 7 district-level People's Committees; 33 out of the authorities at ward and commune levels.

Also, 12 departments and agencies, 6 district-level People's Committees, 52 ward and commune-level People's Committees, and 3 central agencies in the city, have made data pubic on the Da Nang Open Data Portal.

The city's open data catalog has made nearly 1,000 data sets available on the city’s Open Data Portal, an increase of 400 data sets compared to late 2022); as well as integrated and shared nearly 100 data sets from the city’s Open Data Portal to the National Data Portal.

Since 2021, Da Nang has deployed a smart data analysis platform which has served as a centralised data repository to store large-scale data, including both unstructured and structured data from multiple sources.

The data is collected on the city's data synthesis and analysis platform for processing, thereby supporting municipal agencies in decision-making for direction, administration, and urban management such as monitoring tasks assigned by the city leaders; electronic and executive reporting; monitoring public service provision; traffic monitoring, detecting and sanctioning traffic violations; monitoring parking lots and illegal parking; automatic monitoring of water and air environment quality; track information on the network environment; and the situation of receiving and processing comments and feedback from citizens.

In August 2023, the municipal-level Intelligent Operation Centre (IOC) was put into operation. It is responsible for collecting, and connecting digital data from applications and systems of agencies, unit, and communities. From there, it analyses data and forecasts to provide nearly 150 statistical and operating services and nearly 50 warning services.

Effectively exploit digital data

To have a basis for managing and exploiting digital data, on March 11, 2024, the municipal People's Committee issued Decision No. 471/QD-UBND on promulgating regulations on management, connection, sharing, exploitation and use digital data in the city.

Accordingly, there are 6 principles on managing, connecting, and sharing data: data assets; data administration and monitoring; data integrity and binding; quality; and data safety and security.

State agencies based in the city are authorised to access, exploit and use data under their management in the shared data warehouse and the IOC in restructuring business processes, simplifying administrative procedures, optimising internal management activities, online monitoring and inspecting managed objects, analysing and visualising data to serve the administrative work of leaders.

According to the municipal Department of Information and Communications, 5 main tasks related to digital data development have been outlined for the city in 2024.

In particular, 100% of agencies and localities will issue lists and specifications of State management databases. Each agency and locality will provide at least 2 new open data lists. 100% of State agencies will develop and provide open data according to the city’s Open Data List.

Importance will be attached to deploying a digital data warehouse of people and organisations as a component of the information system for handling administrative procedures at the municipal level to store data for handling administrative procedures.

Heed will be on reviewing and updating the city’s Open Data List in 2024; as well as deploying open data for businesses and schools to research, use, and create new products.

Mr. Tran Ngoc Thach, Deputy Director of the municipal Department of Information and Communications, said that in the coming time, the department will strengthen coordination with State agencies to connect, integrate, and receive data to the shared data warehouse; manage, standardize and store data; establish thematic data warehouses (datamart); and deploying connection and integration of the city's shared data warehouse with the IOC.
