The storm bearing the international name Noru entered the East Sea early Monday morning.  According to the National Centre for Hydro-meteorological Forecasting, after entering the East Sea, storm No. 4 still maintained severe winds of levels 13-14, shock at level 16 as reaching the South of the Paracel (Hoang Sa) Islands.  When approaching the shore, it can still be strong at level 12 to13, and shock at level 15. There is a possibility of tornadoes, lightning and strong gusts of wind; therefore, people need to know how to deal with this weather phenomenon.
