Suggested division of Hoa Vang District

The Director of the Da Nang Department of Home Affairs, Mr Dang Cong Ngu, recently met with the Vietnamese Minister of Home Affairs, Mr Nguyen Thai Binh.

Chairman Ngu asked the minister to help Da Nang gain approval from the Politburo to implement a pilot urban government model in the city, with a focus on dividing Hoa Vang District into 2 separate districts.  As for administrative reform, it was recommended that a one-stop electronic mechanism should be applied at the city’s new Administration Centre once it is operational in July.

For his part, Minister Binh remarked that Da Nang’s plans for the above-mentioned model are concise and persuasive.  He also vowed to support the city in splitting Hoa Vang District into 2 different districts as soon as possible.

The Minister also highly appreciated Da Nang’s outstanding achievements over recent years.  He added that he is very impressed by its initiatives for improving the qualifications of local government employees who are involved in administrative reform.  The city’s breakthroughs have helped it take back the lead in Viet Nam’s 2013 Provincial Competitiveness Index (PCI) rankings.  In addition, the city has topped the National Information Technology Application (IT) Index in recent years, and took the lead in the Public Administration Reform Index in 2012.

Minister Binh also directed local authorities to assess government employees based on their working results, as well as to ensure accurate and objective assessment criteria and comply with the laws relating to officials and government employees.  The city was asked to summit its suggestions in writing to the Ministry of Home Affairs for consideration.
