Draft law on organisation of local government debated

A draft law on the organisation of local government was discussed at the ongoing 9th session of the 13th National Assembly (NA) in Ha Noi on Monday afternoon by NA deputies from Da Nang and other localities nationwide.

The Vice Chairman of the Da Nang People’s Council (PC) and Head of the city’s NA members’ group, Mr Huynh Nghia, suggested that the number of members in charge of specific aspects in the People’s Councils (PCs) at commune, district and provincial levels should be increased.

He also remarked that each specific division of provincial PCs should have one head, 2 deputy heads and one clerk, whilst those at district level should have one head and 2 deputy heads.  Divisions at commune level should have only one head to take responsibility for assisting the PCs in handling related issues.  This increase in members will help to ensure the more efficient operation of PCs at all levels. 

Mr Nghia also stressed the need to discuss and pass the draft law on the election of NA and PC members as soon as possible.  Importance should be attached to electing those who have good moral qualities, a high level of professional skills, and a strong strategic perspective. This will help to truly reflect the legitimate aspirations of voters and successfully deal with issues of deep concern, and avoid wrongdoings that could lead to the incorrect sentencing of the innocent.
