China's top legislator visits Administrative Centre

Last Friday, a delegation of high-ranking officials from China, led by permanent Politburo member and Chairman of the Standing Committee of the Chinese National People’s Congress Zhang Dejiang, visited Da Nang’s Administrative Centre.

During his reception for the visiting group, municipal People’s Committee Chairman Huynh Duc Tho briefed them on some of the remarkable achievements in local administrative reform over recent years. 

In particular, the city has become one of the country’s leading localities for Viet Nam’s Provincial Governance and Public Administration Performance Index (PAPI).  It took the lead in Viet Nam's Provincial Competitiveness Index (PCI) rankings for 3 consecutive years, the Information Technology Application Readiness Index for 8 consecutive years, and the Provincial Public Administration Reform Index (PAR INDEX) for 3 consecutive years.

In addition, the 'one-stop-shop' mechanism has been implemented effectively in the city, as have surveys of local citizens and businesses about their levels of satisfaction with public services.  The application of IT in local administrative reforms has been accelerating.

Most notably, the city has been effectively implementing its High-quality Human Resources Development Project (Project No 922).  As a result, 1,269 graduates with excellent degrees from domestic and overseas public educational institutes have so far been employed by city-based agencies and departments.  Nineteen of them have Doctorates and 289 have Master’s degrees.

Mr Zhang Dejiang was very impressed by the city’s positive results in its administrative reforms.  He remarked that Da Nang and China share many similarities in boosting their international integration process.  He also highlighted the vital role of open, fair, and transparent administrative reforms to bring more benefits to local residents.

The visitor hoped that Da Nang and Chinese localities would continue fostering their bilateral cooperation and experience exchange activities in administrative reforms in order to promote their growth in the years ahead.

On the same day, the visiting group visited Quang Nam Province’s Hoi An City and then left Da Nang International Airport for China at the conclusion of their 4-day visit to Viet Nam.
