Specific instructions given for solving local issues

At a meeting of Da Nang leaders on Monday, municipal Party Committee Secretary Nguyen Xuan Anh issued instructions to temporarily stop the granting of permits to any new local projects which exploit soil and stone from Hoa Vang District to supply to local urban development projects.

Also, Secretary Anh stressed the need for the city’s People’s Committee to collect opinions from the municipal People’s Council members and local voters about whether or not any extensions of the existing exploitation projects should be allowed.

On 31 October, the People’s Committee officially issued an instruction concerning extensions of the construction periods of delayed development projects in prime locations in the heart of the city.   This means that the investment licences of these delayed projects will be revoked if construction work doesn’t re-start within 2 years after the issuance of the instruction.

The developers of these suspended projects, therefore, will be encouraged to transfer their projects to other, better investors in order to accelerate their progress within the next 2 years.

Secretary Anh also directed the municipal People’s Committee, as soon as possible, to choose a suitable site for the construction of a solid waste treatment complex in Hoa Vang District’s Hoa Nhon Commune. 

The Hai Chau District authorities and relevant local agencies were asked to begin, on 1 January 2017, a pilot programme for managing traffic on Bach Dang.  One outcome will be the banning of motorcycles parking along some sections of the street between 6.00pm and 10.30pm daily, and parking fees for this type of vehicle will be collected at some locations along the street.

As for the preparations for the upcoming 3rd session of the city’s People’s Council which will take place between 7 and 9 December, Secretary Anh suggested that only issues of most concern to local residents should be presented and discussed at the event.  The time allowed for discussing solutions to resolve local matters of high concern will be longer than that for reading out long reports.

Work started recently on the 99.180 billion VND Lien Chieu-Kim Lien beach embankment project in Hoa Hiep Bac Ward, Lien Chieu District.  Any remaining money, after the deployment of this project is complete, will be spent on constructing anti-erosion embankments along other local beaches in the ward.  Greater efforts should be made to accelerate the asphalting of a total of 26 roads in local relocation areas.

With regard to ensuring local food safety and hygiene, Secretary Anh said that a generous donor, who prefers to remain anonymous, has pledged to cover the total cost of purchasing 3 or 4 specialised vehicles for conducting immediate food tests.  These vehicles, similar to those now in use in Ha Noi, are equipped with the necessary devices to test food samples taken from food manufacturing and trading establishments, especially restaurants and markets.  Local inspectors with these vehicles will check the samples to see if they contain prohibited substances.  The introduction of these vehicles will help to tighten the State management of food safety and hygiene.
