Efficiency of '4 Safe Programme' campaign
Last year, Da Nang recorded many remarkable achievements in its highly-important ‘City of 4 Safe Programme’ campaign thanks to the joint great efforts by the local authorities and residents.

In detail, political and social security, traffic order, food safety and hygiene, and social welfare were ensured, thereby making the city more peaceful and livable in the eyes of both locals and visitors.
With regard to social welfare programmes, over 43 billion VND from the city budget went to help a total of 1,430 social policy families build new houses or repair their downgraded ones.
Also, a total of 22,000 people who gave great service in the national revolution received regular allowances totalling 400 billion VND funded by the city budget.
Employment was created for a total of 32,500 local job seekers. The positive results were mainly attributed to numerous synchronous programmes. In particular, special heed was paid to organsing regular job fairs, promoting business and production activities, boosting the private business sector, and offering free-of-charge short-term training courses to job seekers.
As for the city’s poverty reduction activities, many preferential policies have been issued for the needy, with a focus on facilitating them to access heath care, vocational training, and accommodation, plus water supply and legal support services. Thanks to these, as many as 5,678 needy families were lifted above the city’s poverty threshold.
With regard to the local security situation, the local police officers detected and successfully dealt with a total of 376 social order violations, amongst of which were property robberies, thieves, frauds and intentionally causing injury to others.
Especially, a total of 1,155 the city budget-funded surveillance cameras were installed across the locality in order to monitor and deal with both traffic and security violations. In addition, 22,000 others, funded by local organisations and individuals, were also placed along major local streets, public locations and at residential areas.
Compared with 2016, 2017 also saw a decrease in the number of criminal cases, and the volume of accidents, deaths and injuries.
A total of tens of billion VND in fines were imposed on thousands of local traffic violators. The violations included running through the red light, exceeding the speed limit, travelling in the wrong lanes and directions, riding motorcycles without wearing helmets, and drink-driving cases.
In an attempt to ensure food safety and hygiene for locals, samples from agricultural and seafood products sourced from other localities were taken, and then sent to quality assurance and testing centres to test whether or not they contain prohibited substances. Encouragingly, the results showed that only 2.5% of the total tested samples exceeded allowable limits.
According to the municipal Interdisciplinary Steering Committee on Food Safety, 10 organic vegetable suppliers from Lam Dong Province joined the city’s supply chain for this type of product last year. This has to date brought the total number of such suppliers in the city to 13.
Over the period, a total of nearly 910 million VND in fines was imposed on violators of the national regulations on food safety and hygiene.
