New model of governance to be piloted in the city
On Friday, the National Assembly (NA) Standing Committee discussed a draft resolution on promoting the development of Da Nang by 2030 with a vision towards 2045 at its 44th session.

Deputies agreed it is essential to issue a resolution piloting several mechanisms and policies in a range of aspects that are different from existing laws so they are in line with Da Nang’s development strategies. This will allow the city to get more opportunities to fully tap its resources in a bid to achieve sustainable growth, and increase its contribution to the country’s growth and the national budget.
Minister of Planning and Investment Nguyen Chi Dung said the Vietnamese government proposed piloting a new model of governance in Da Nang.
The Da Nang government will build a new operating model with its structure consisting of a people’s council and a people’s committee under the Law on Local Government Organisation.
A scheme to end People’s Councils (PCls) at district and ward levels will be piloted in Da Nang when their 2016-2021 tenure end. Meanwhile, People’s Committees (PCs) at district and ward levels for the 2016-2021 tenure will continue their duties until the next election for these committees is held.
A district people’s committee performs its duties and power under the Law on Local Government Organisation and other relevant laws.
The structure of a ward people’s committee consists of a chairperson, one or two vice chairpersons, a police chief, and a commander of the ward military command.
Minister Dung remarked that the similar scheme was piloted in Da Nang during the 2009-2016 period and it produced many positive results. As a result, the organisational structure of districts and wards has become more compact, with faster and smoother operations.
