The city ranked 6th in PAPI 2019
Da Nang has been ranked 6th among Vietnamese localities with highest scores in the Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) 2019.

The results were announced by the United Nations Development Programme (UNDP) in Viet Nam at an online meeting on Tuesday.
PAPI consists of 8 dimensions, and 6 out of 8 dimensions are basic ones, namely citizens’ participation at grass-roots level, transparency, vertical accountability, control of corruption, public administrative procedures, and public service delivery. In addition, 2 new dimensions are included in PAPI 2019, namely environmental governance and e-governance.
Da Nang achieved 4.77 points in the rankings of citizens’ participation at grass-roots level, 5.48 for transparency, 4.78 for vertical accountability, 6.62 for the control of corruption, 7.5 for public administrative procedures, 7.88 for public service delivery, 2.9 for environmental governance and 5 for e-governance.
The PAPI report has been the largest annual social survey in Viet Nam since 2009 to measure the performance of local authorities in meeting their citizens’ needs through face-to-face interviews. It has been conducted by the UNDP Viet Nam, the Centre for Community Support and Development Studies (CECODES), and the Real-Time Analytics company (RTA).
Over 14,000 citizens, randomly selected from 63 cities and provinces nationwide, were interviewed for the PAPI 2019. The intention was to assess citizens’ satisfaction with the performance of national and local governments in governance, public administration, and public service delivery.
