Da Nang gives financial support to pandemic-affected business households

Most recently, Da Nang government has issued a number of support policies for business households in a bid to help them overcome pandemic-triggered difficulties and drive their pandemic-post production recovery.

In early September 2021, Mrs. Truong Thi Huong, the owner of the Cool Homestay in Phuoc My Ward, Son Tra District, received VN3 million worth of financial support from the city government, whilst a sanitation worker of the accommodation establishment was provided with VND1.5 million in cash support.

The Cool Homestay was put into operation at the end of 2019. After a few months of operation, the COVID-19 outbreak occurred. Since then, the accommodation establishment has faced many difficulties. Currently, Mrs. Huong has to pay more than VND10 million VND in bank interest per month, but she has no income from guests.

Recently, Mrs. Huong has been exempt from tax in the third and fourth quarters of 2021.

Similarly, Mr. Le Van Dong, the owner of a coffee shop in Lien Chieu District’s Hoa Minh Ward, has just received a notice of tax exemption for the third and fourth quarters of 2021.

Mr. Dong shared that his coffee shop went into operation in early 2021, but his business has been hit hard by the pandemic. He added that such tax exemption helped him save several millions of VND to cover other expenses.

Data released by the Da Nang Department of Tax show that 26,112 business households are exempted from more than VND75 billion worth of taxes of all types such as value added tax, personal income tax, and special consumption tax.

This tax exemption is implemented in accordance with the Government-issued Decree No. 92/2021/ND-CP dated 27 October 2021 guiding 4 types of tax exemption and reduction incentives to support businesses and individuals to overcome difficulties caused by the impact of the Covid-19 pandemic.

In addition, the Da Nang People's Committee has issued Official Letter No. 5614 dated August 31, 2021 on the support for service fees for market stallholders affected by COVID-19.

Accordingly, the city has already exempted 100% of stall rental fees for all fixed and non-fixed business households in wet markets at the total amount of more than VND30 billion from May - October 2021.

Meanwhile, district-level Offices of Labour, War Invalids and Social Affairs have facilitated each of those affected by COVID-19 to receive VND3 million worth of financial support according to Resolution No. 68/NQ-CP dated July 1, 2021 and PM-signed Decision No. 23/2021/QD-TTg dated July 07, 2021 on implementing supporting policies to employees and employers hit by the COVID-19 pandemic.

According to the municipal Department of Labour, Invalids and Social Affairs, as of December 13, 2021, the department has issued a decision to support 7,953 pandemic-affected families with a total amount of VND23.37 billion. The districts have spent a combined total of VND23.13 billion on supporting 7,145 households.

Mr. Nguyen Dang Hoang, Director of the city's Department of Labour, Invalids and Social Affairs, said that in order to support business households, the Government has recently issued decisions to add support recipients, most recently the Decision No. 33 /2021/QD-TTg dated November 6, 2021 on amending and supplementing a number of articles of Decision No. 23/2021/QD-TTg dated July 7, 2021.

Accordingly, business households involved in agro-forestry-fishery and salt production, street vendors, mobile and seasonal businesses, and low-income service workers that do not have to register for household registration are eligible to benefit from the policy.
