Da Nang ensures effective implementation of social welfare programs

A review meeting of Da Nang’s implemetation of the national government’s resolution on social welfare programs in the 2012-2022 period, chaired by  Mr Luong Nguyen Minh Triet, the Deputy Secretary of the Da Nang Party Committee and Chairman of the municipal People's Council and Mrs Ngo Thi Kim Yen, the  municipal People's Committee Vice Chairwoman, took place in the city on Thursday morning.

Synchronous and effective implementation of social welfare programs

Vice Chairwoman Ngo Thi Kim Yen said that the social welfare programs have been implemented in the city in a synchronous and effective manner over the past decade with the involvement of the city’s whole political system. Apart from ensuring access to benefits from support policies of the national Government, the city has granted over VND 356 billion from its budget to support more than 18,400 people with meritorious services to the revolution. Special attention has been given to providing housing and vocational training for eligible people, offering employment opportunities to local residents while ensuring access to incentives in education and training among school pupils and college students. The heed has also paid to upgrading and repairing martyrs' cemeteries and monuments as well as searching for the remains of Vietnamese fallen soldiers.

Da Nang has taken synchronous solutions to create jobs  for over 30,000 people every year, contributing to cutting the city’s unemployment rate to 3.2% in late 2020.

Furthermore, high priority has been given to faciliating poor households, near-poor households, “newly escaped from poverty” households to access the city’s support policies to help them impove their living conditions and sustainably escape from poverty. As a result,the city has lifted 57,906 households out of poverty, thereby reducing its average annual poverty rate to 2%.

In the 2021-2030 period, the city strives to significantly improve the living standards of all families with meritorious services to the revolution. Importance will be attached to creating jobs for 34,000 - 35,000 people on average every year by late 2025 in order to lower the city’s unemployment rate to below 3%, while rasing the employment rate by 4.5 - 5 % on average each year.

By 2030, the rate of public health insurance coverage in Da Nang will reach 99.5% while the average life expectancy of Da Nang people will be 76.7 years. 

By 2025, the prevalence of malnutrition children under the age of 5 years in the city will reduce to 4%. In addition, 90% and 97% will use a population health management solution in 2025 and 2030, respectively. By 2025, all commune and ward-level medical stations will be able to provide treatment for a number of non-communicable diseases.

Social security becomes solid support from the government for the poor

Mr Luong Nguyen Minh Triet, the Deputy Secretary of the Da Nang Party Committee and Chairman of the municipal People's Council highlighted huge efforts political organizations at all levels and authorities at local level have made to yield impressive results from the city’s social welfare programs over the past 10 years, especially in the context of the complex developments of COVID-19 pandemic in the city in 2020 and 2021.

The city’s social security system has been developed in a synchronous and effective manner with a focus on perfecting the city’s legal system, issuing specific policies in a bid to raise support levels and provide support for local citizens for inclusive and sustainable development. In addition, the city has achieved many important results in cultural development, social progress and justice. Special attention has been given to ensuring the best healthcare for all local people while the city’s unemployment rate has decreased significantly.

Heed has been paid to ensuring the best care for people with meritorious services to the revolution, policy beneficiaries and the poor. Social security has become a solid support from the municipal government for the poor and disadvantaged people in the city, especially in situations of natural disasters and the worst epidemics and pandemics such as the COVID-19 pandemic.

In the 2021-2030 period, the city will build a more inclusive and comprehensive approach to the development of social welfare policies. Special attention will be paid to ensure access to healthcare services, education, safe drinking water, affordable housing and employment among the poor, beneficiaries of social security, and disadvantaged people amid the ongoing COVID-19 pandemic. The heed will be paid to to realizing social justice, ensure a safe life for all people across the city.

Besides, the city will continue its efforts to the implementation of the ‘3 Yes’s’ programme, making it very different from other Vietnamese localities with a focus on ensuring that all local residents have their own houses, a stable job and a cultural lifestyle. High priority will be given to calling for investment to develop social housing while accelerating the construction of key clean water works across the city, especially in rural areas, as well as improving the city's environmental sanitation, and maximising available resourcesto ensure effective implementation of the city’s social welfare programs.
