Da Nang secures berth in top 5 of PAR Index 2022 rankings
Da Nang has ranked 5th amongst the 63 cities and provinces nationwide in the 2022 Public Administration Reform Index (PAR INDEX 2022) with 87.54 %, maintaining the city’s berth in the top 5 localities.

The northern city of Quang Ninh province returned to the top position of the PAR Index 2022 with the highest score of 90.10%. This is the 5th time that this locality has secured the first place in the ranking, equivalent to Da Nang, which took the lead in the ranking for 5 consecutive years from 2012 to 2016.
The southern province of Phu Yen came bottom of the rankings with 75.99%, 5.42% lower than in 2021.
Assessment results in 2022 by ministries and ministerial-level agencies show that 3/17 units have a higher PAR index than in 2021, which are the State Bank of Viet Nam, the Ministry of Planning and Investment and the Ministry of Information and Communications.
There were 14/17 PAR INDEX values in 2022 that decreased as compared to 2021, in which, the Ministry of Foreign Affairs suffered the largest decrease (-15.35%).
The results of the PAR Index 2022 were classified into 3 groups, with 2 cities and provinces achieving grade A, with a score of 90% or more, 56 with 80 - 90% and five with 70-80%.
According to the assessment, the PAR Index in 2022 recorded by centrally-run cities were 84.79% and reached an average score of over 80% for four consecutive years.
In general, in 2022, localities made great efforts to organise the implementation of PAR in a comprehensive and effective manner.
The results of the evaluation of many criteria showed a clear positive change as compared to 2021 and the method of directing and administering the administrative reform has many creative and positive innovations.
Also notably, for 5 consecutive years, no locality achieved the PAR Index score below 70%.
In terms of the 2022 Satisfaction Index of Public Administration Services (SIPAS), Quang Ninh continued to hold the top position at 87.59%, followed by Thai Nguyen and Ca Mau.
SIPAS assesses the performance of public services in 16 fields in 63 provinces and cities nationwide from citizens’ perspectives.
