Effective measures to resolve itinerant beggars
In an attempt to reach Da Nang’s target of no itinerant beggars, the city’s authorities have introduced a number of effective measures to deal with this problem since 2003.
In particular, a reward of 200,000 VND has been given to people who report beggars in the city through the city’s hot lines: 550550 or 550770. Every year, a beggars-resolving team from the local Department of Labour, War Invalids and Social Affairs deals with hundreds of beggars who either live in the city or come from other localities nationwide.
Over the past 5 years, the city has brought over 600 beggars, including 84 children, to the city’s Social Welfare Centre. 250 of them were local residents and they have received timely support from the local relevant agencies.
In an effort to prevent poor children from becoming street beggars, the local authorities have provided financial assistance to over 400 children, issued learning tools to about 500, and provided vocational training courses for around 140.
In addition, in an attempt to stop the phenomenon of itinerant beggars in the city, local authorities are attaching importance to social and economic development programmes at grass-roots level. These include reducing poverty, providing vocational training courses for local poor people and helping them find suitable jobs, plus taking care of very poor children. Special attention is also given to supporting social assistance beneficiaries such as single elderly and disabled people, orphans and poor families.
