The jury decided that Dung had indeed committed his crimes, and had caused financial damage to many local residents and negatively affected the city’s resettlement land and social housing policies for low-income earners.

Dung was sentenced to 13 years in prison for “defrauding money and appropriating property” under Clause 4, Article 139 of the Vietnamese Penal Code.  In addition, he was required to compensate his victims for the illegally defrauded money, valued at over 2.3 billion VND.

At his trial, Dung pleaded guilty to defrauding money from many people through the granting of land ownership certificates and the sale of apartments for low-income earners to pay his debt and cover up his overspending.
