The initial trial of 42-year-old Nguyen Khanh Dung from Thanh Khe District’s Tam Thuan Ward is taking place in Xuan Ha Ward today, 23 August.  He is charged with “defrauding money and appropriating property” under Clause 4, Article 139 of the Vietnamese Penal Code. 

According to the indictment by the city’s prosecutors, Dung took advantage of people's credulity and their desire for resettlement land and apartment ownership as soon as possible to defraud them of their money between March 2010 and April 2012.  He defrauded money from 5 victims through the granting of land ownership certificates and the sale of apartments for low-income earners.  His fraud was valued at 2.302 billion VND.

Dung was temporarily detained for “defrauding money and appropriating property” on 9 November 2012 by the city’s Criminal Investigation Department.  This scam has drawn a great deal of attention from local people.
