The contest is open to senior and junior high school pupils and students from universities and colleges across the city.  They are required to write a letter to their best friend, living at home or abroad, expressing their love for the Hoang Sa islands.  The entries should not exceed 800 words, and they must not have been previously published in any newspapers or books.

The contest’s organisers will assess the entries between 12 and 22 November, and the awards ceremony will take place on 23 November.
