Secretary Tho remarked that ever since Da Nang was recognised as a centrally governed city in 1997, top priority has been given to combining planning and urban embellishment work with building a cultural and civilised urban lifestyle.  In particular, the city authorities have done their utmost to ensure that all local residents have their own houses, stable jobs, and a cultural lifestyle.  They have attached importance to reaching the targets of no starving households, no illiterate people, no itinerant beggars, no drug-addicts in the community, and no murders for property in the city.  In addition, a focus has been on building a healthy cultural environment and effectively implementing local welfare programmes to bring benefits to local residents.

In 2015, attention will be paid to encouraging local citizens to adopt a more civilised lifestyle by complying with traffic laws, ensuring urban order and environmental hygiene, and developing a culture of good interpersonal communication and polite behaviour in public areas.

Secretary Tho has asked local relevant agencies to make every effort to stop countercultural actions in the city.  In addition, an emphasis will be on making libraries and book stores attractive venues for local residents in order to promote a reading culture in the city.  More interesting dramas and musical performances will be organised to attract better audiences, and the effective use of public garbage bins and public toilets will be encouraged.
