Computerisation of land-related administrative procedures

Da Nang was one of 7 localities in Viet Nam selected to implement electronic information exchanges between taxation and land registration agencies on a trial basis in a bid to simplify land-related administrative procedures.

Such interdisciplinary coordination has helped to improve the efficiency of receiving and handling dossiers concerning the land-related financial obligations of land users, including their payment of their land use or lease fees. 

Under the new service, employees at district-level land registration offices receive land-related dossiers from local land users, and then input their data into the office’s own management software system. 

The original dossiers are scanned and then their soft copies are sent to the municipal Taxation Department for the calculation of land use or lease fees.

Under the country’s previous regulations, hard copies of land-related dossiers were required to be sent to the municipal Taxation Department, which often resulted in delays.

During June, with the help of the electronic information exchange between the relevant agencies, 3,920 dossiers about the announcement of land-related financial obligations of local land users were handled effectively.

The Director of Hai Chau District’s branch of the municipal Land Registration Office, Mr Nguyen Hong Song, emphasised that digitisation of administrative dossiers and electronic transactions are inevitable and beneficial trends in enhancing administrative reform.

Director Song also stressed the need to improve IT applications in the exchange of such electronic information in the years ahead.
