City secures top spot in PAR INDEX rankings again

Da Nang has, for the 4th consecutive year, topped the 63 cities and provinces nationwide in the Provincial Public Administration Reform Index (PAR INDEX 2015), gaining a score of 93.31%.

The result was announced by the Vietnamese Ministry of Home Affairs at an online meeting on Wednesday, held to review the country’s administrative reforms over the 2011 - 2015 period and to identify key tasks for the 2016 - 2020 period.

Followed closely behind Da Nang were Hai Phong City with 92.59% and Dong Nai Province with 92.53%.  Dien Bien Province dropped to the bottom of the rankings with a score of 74.99%.   The national average was 85.11%, which was 3.9 % higher than in 2014.

As for the ministry-level index results, the State Bank of Viet Nam took the lead nationally of 19 ministries and departments with a score of 89.42%, followed by the Ministry of Finance with 89.21% and the Ministry of Transport with 88.77%.  The ministries of Information and Communications, and Industry and Trade were the bottom 2, with 82.04% and 82.19% respectively.

Da Nang is aiming to ensure that, by 2020, at least 50% of the public services in the city’s agencies will be offered and handled online to shorten the time to deal with administrative procedures for local businesses and citizens.  The city authorities will set up a shared database concerning population, socio-economic and educational affairs, employment, businesses, geographic information, and other aspects to lay a firm foundation for enhancing the efficiency of the State administrative management. 

Greater efforts will also be made to promote online public administrative services, as well as to create an urban government model in combination with promoting the city’s e-government system in order to develop Da Nang into a smart city on the basis of effective IT applications.

Most notably, the city’s Information Technology and Communication Infrastructure System was officially launched in August 2013.   The Metropolitan Area Network (MAN) of the system has been set up to allow all departments and agencies in the city to easily access an urban Internet network, with a total bandwidth capacity of up to 20 gigabits per second (Gbps).

The city’s e-government system, the first of its kind in Viet Nam, has also been operating effectively since it was put into operation in July 2014.  

So far, 100% of the city’s administrative agencies at municipal, district, ward and commune levels have applied the ‘one-stop-shop’ mechanism to ensure effective interconnection amongst them in handling administrative procedures.  All the local administrative agencies have also created their own administrative document management software.  Employees at these organisations regularly use emails in their work, whilst their leaders have their own electronic identity cards and e-signatures.

Da Nang has been a pioneer in conducting surveys of local citizens and organisations about their levels of satisfaction with local online public services, and setting up an online system which allows the general public to assess the performance of government employees involved in receiving and handling administrative dossiers. 

By the end of 2015, 100% of the local e-tax and e-customs declaration forms had been handled effectively. 

The city has also pioneered offering e-tax payment services and dealing with e-social insurance procedures.
