Over 69.5 billion VND for surveillance camera system
Da Nang People’s Committee Chairman Huynh Duc Tho recently gave the go-ahead for the development of a surveillance camera system in the city in order to monitor and deal with security and traffic violations.

The total cost to build the system is over 69.5 billion VND which will be paid from the city’s budget and donations from local organisations and individuals. The 1st stage of the project will be implemented in Hai Chau District in the 4th quarter of this year, whilst the 2nd stage will be deployed in the remaining districts next year. The municipal Department of Police will be the project’s developer and manager.
Under the project, 6 servers accompanied by smart information processing software will be installed at the Information Centre of the municipal Police Department. Also, 8 computers will be provided for the headquarters of the district-level police forces in order to retrieve information from the servers. A total of 1,609 surveillance cameras will be installed across the city, and digital video recorders will be provided for 56 local wards.
Chairman Tho also approved the imposition of penalties on traffic violators based on images recorded by the security cameras. The new regulation will officially take effect on 1 November.
Top priority will be given to dealing with such image-based violations as running through red lights and travelling in the wrong lanes at local intersections with traffic lights. They are the intersection of Nguyen Huu Tho and Cach Mang Thang Tam, the intersection of Cach Mang Thang Tam-Le Thanh Nghi-an approach road to the Hoa Xuan Bridge, and a section of Cach Mang Thang Tam between its intersection with the Hoa Cam overpass and the approach road to the bridge.
The high-resolution smart surveillance cameras can automatically detect vehicles violating the city’s traffic rules. Images of traffic violators, violation times and venues, and the registration plates of violating vehicles will be captured and recorded during both daytime and nighttime hours.
Between 5 and 31 October, relevant local agencies will further publicise the new regulation amongst the general public through the mass media and through visual advertising in order to ensure local traffic safety and culture.
