41 violations recorded on 1st day of new traffic regulation

According to the Da Nang Department of Police, 41 traffic violations were recorded during yesterday’s first day of imposing penalties for traffic violations caught on surveillance cameras.

Of this figure, 31 violations involved exceeding the speed limits, whilst the remainder were cases of running through red lights.  Interestingly, it was reported that the majority of these violations occurred between midnight and 6.00am on 1 November.

For example, on Tuesday morning a 40-year-old man from Quang Nam Province, the driver of car BKS 43C-134, was caught driving his vehicle at 98 kph on a section of Cach Mang Thang Tam in front of the Da Nang International Exhibition Fair Centre.  The speed limit on that section is 60 kph.  Immediately, technical officers at the Department’s Information Centre electronically sent images of the man’s violation to the local traffic police who were on duty nearby in order for them to deal with the offender. 

According to a national regulation about imposing stricter administrative penalties for traffic violations, which came into effect on 1 August, the male offender could be fined between 7 and 8 million VND for exceeding the speed limit by over 35 kph.  Also, the violator is likely to have his driving licence suspended for up to 4 months. 

Captain Tran Vo Nhan, the leader of a special team for detecting image-based traffic violations via the video camera system at the Department, remarked that the system which operates around the clock is very helpful to the local traffic police as it accurately detects violations, regardless of darkness or heavy rain.

The Head of the Department’s Traffic Police Division, Colonel Le Ngoc, remarked “On Tuesday, there was a significant decrease in the number of traffic violations compared with previous days.  This was mainly attributed to the great efforts made by relevant local agencies in effectively publicising the new regulation amongst the general public”.  

The installation of surveillance cameras at local intersections with traffic lights is part of an ongoing project to develop a surveillance camera system in the city which will monitor and deal with both security and traffic violations.  The total cost to build the system is nearly 70 billion VND which is being paid for from the city budget and donations from local organisations and individuals.
