A newly-approved regulation officially took effect today, 1 November.  Traffic violators will now have penalties imposed on them based on images recorded by security cameras.

The focus will be on dealing with such violations as running through yellow and red lights, travelling in the wrong lanes, and illegal vehicle parking at local intersections with traffic lights.  These are: the intersection of Nguyen Huu Tho-Cach Mang Thang Tam-an approach road to the Nguyen Tri Phuong Bridge; the intersection of Cach Mang Thang Tam-Le Thanh Nghi-an approach road to the Hoa Xuan Bridge; and the section of Cach Mang Thang Tam between its intersection with the Hoa Cam overpass and the approach road to the bridge.

The high-resolution smart surveillance cameras can automatically detect vehicles violating the city’s traffic rules.  Images of traffic violators, violation times and venues, and the registration plates of the violating vehicles will be captured and recorded during both daytime and night-time hours.

A special team has already been established for detecting image-based traffic violations via the video camera system at the Information Centre of the municipal Police Department.  When detecting violators, the team’s technical officers electronically send the images of the violations to the local traffic police who are on duty at or near the intersections mentioned above in order for them to deal with the offenders.  If there are no traffic officers on duty at these intersections to directly handle the offence, penalty tickets enclosed with hard copies of images of the violations will be sent to violators at home, requiring them to pay fines.

More surveillance cameras will be installed at the remaining intersections across the city soon.
