Appealing for investment into apartment buildings for workers

Da Nang is now home to 6 dedicated industrial parks (IPs) in which around 72,000 employees are working.  However, about 30,000 of them are in need of housing and there are no apartment buildings available in the city for such workers.  As a result, many are living in low-quality rented rooms.

In attempting to deal with this problem, approval has been given by the Da Nang authorities for a project to build apartment buildings for workers towards 2020 with a vision towards 2030.

Under the plan, at least 20% and 35% of the total workforce in the local IPs will be provided with housing by 2020 and 2030 respectively.

From now until 2020, the Da Nang authorities are appealing for businesses from both home and abroad to build an apartment building for workers near the Hoa Cam IP in Cam Le District, and another one at the Hoa Hiep 4 resettlement area in Lien Chieu District.  In addition, investment is being poured into converting 2 student halls of residence, on the western side of the city and near the expanded Hoa Khanh industrial urban area in Lien Chieu District, into housing for workers.

Developers of these projects will enjoy preferential policies in accordance with the national laws.  Included are land use and lease fee exemptions, exemptions or reductions for value-added and corporate income taxes, and access to preferential loans from the city’s branch of the Viet Nam Bank for Social Policies and other local credit organisations.

In addition, the city will cover all the costs of site clearance and infrastructure construction outside these projects to ensure synchronisation with infrastructure systems inside.  Free designs for the apartment buildings will also be provided for the projects’ developers.  The time taken to handle the relevant administrative procedures will be shortened, and there will be no charge for doing so.

Housing cooperatives and housing support funds for workers will be established in the future in order to facilitate local workers to buy or rent apartments in local housing development projects.
