The Da Nang-based Maritime Coordination and Rescue Centre No 2 confirmed that Eliseo Jr. Burton Estrabon, 62, was paralised on his left side after a stroke in the early morning.
A rescue ship and a team of doctors were sent to give first aid to the victim before carrying him to the Da Nang Port, and then, to hospital at midnight for further treatment on Tuesday.
It was the fourth rescue of a foreigner by the rescue service in the past 2 years.
In 2016, the centre also saved Wang Xiaogang, a Chinese seaman, off the coast of Quang Ngai Province after he suffered stomach pains on a cargo ship.
In 2015, an Indian cargo ship captain, Chatterjee Tuhindra Nath, was taken ashore off the coast of Da Nang after a heart attack.
