Effective ways to solve problems relating to foreign violators

In the coming time, the city police will work closely with funtional bodies to ask the municipal People's Committee to issue a regulation on joint coordination in the State management of the entry, exit and residence of foreigners in the city.

At the same time, special heed will be paid to increasing inspections and the handling of foreign violators in tourists-packed districts ofSon Tra, Ngu Hanh Son and Hai Chau.

Also, relevant agencies will increase the publicity of the national laws regarding the declaration on temporary residence of foreigners to hospitality service providers across the city.

Mr Nguyen Dac Xung, the Son Tra District People's Committee Vice Chairman, highlighted the important role of the ward-level state management units and police forces, especially Vietnamese residents, in detecting the suspicious acts by foreigners temporarily residing in the city.

In addition, in parallel with the promotion of foreign investment attraction, it is necessary to carefully appraise the granting of investment licences to businesses, related to foreigners to prevent them take full use of investment activities to conduct illegal actions.

According to the Vietnamese laws, foreigners who contribute capital to set-up the Viet Nam-based limited companies are totally eligible to work in the country.

Taking the advantage of this preferential stipulation, many foreigners make a very little contribution of capital, even only a few tens of VND, in order to be exempt from obtaining work permits in line with the national laws.

In an attempt to deal with arching matter, according to proposals made by the municipal Department of Labour, War Invalids and Social Affairs, it is an urgent need for the municipal administration to ask the national government to release specific regulations on foreign ownership ratio, the form and scope of investment.

Ms Truong Thi Hong Hanh, the Deputy Director of the municipal Department of Tourism has suggested that the municipal government should direct functional agencies to handle the so-called zero-dong tours which bring problems rather than benefits for the city as such tours have resulted in the unfair competitive environment between travel businesses, and the low quality of tourism services.

Furthermore, effective measures should be taken to promote the role of the city’s Tourist Support Centre and the Rapid Response Team to promptly deal with complaints from residents and tourists.

Last, but not least, special attention will be paid to strengthen the State management of foreigners’ residence in order to guarantee the security in the coming time.

According to the national immigration laws, Vietnamese enterprises must seek permission from government bodies before inviting foreigners or guaranteeing their entry into Viet Nam.

In reality, many Vietnamese enterprises merely invite and sponsor foreigners to come and work in Viet Nam without following any regulations whatsoever.
