Work started on the 40 billion VND house in February 2018, and the construction cost was funded by the Da Nang budget.
The house features a basement, 3 floors, rain and fresh water storage tanks, a fuel storage tank, a community house, a reading room, a gym, and a room for organising cultural activities.
In addition, there are bed rooms for soldiers on the island, a solar power system, and a common space for soldiers to grow vegetables.

In his remarks at a ceremony of installing a signboard for the multi-purpose cultural house in May 2018, municipal People’s Committee Vice Chairman Nguyen Ngoc Tuan expressed his delight at remarkable changes on the island, and naval officers and men’s great efforts in protecting the nation's legitimate sovereignty over its seas and islands.
Vice Chairman Tuan noted the idea for building this house came from the sacred sentiment of the Party, leaders and people of Da Nang towards Truong Sa islanders.
He also underlined the significance of the house in improving facilities on the island, helping soldiers fulfil their assigned tasks in defending the national security and sovereignty over its sea and islands.

Lieutenant Nguyen Van Can, Commander of the Da Lat Island, highlighted the importance of the house in enhancing the spiritual lives of soldiers as there was a community space for them to exchange cultural activities.
Mr Le Thai Binh from the Thanh An 96 Building Company said he felt very proud and honourable as his company was responsible for building the multi-purpose cultural house. The political task played a vital role in contributing to the protection of the national sovereignty over its sea and islands.
