What's changing in COVID-19 restrictions in Da Nang from 8:00am on Sept. 5?
Following fresh approval by the Da Nang People's Committee, from 8:00am on September 5 until further notice, various levels of COVID-19 restrictions will be applied in red, yellow and green zones respectively.
The red zone is at a very high risk of COVID-19 transmission with a high number of cases, whilst the yellow zone is at high risk with comparatively fewer cases and the green zone is at a low risk with no any case recorded in the past 14 days.

In red zones, COVID-19 safety precautions must be put in place as prescribed in Decision No. 3986/QD-BYT dated September 16, 2020 of the Minister of Health and Official Dispatch No. 1168/CD-BYT dated August 7, 2021 of the Ministry of Health on strengthening the implementation of measures to curb the COVID-19 spread.
Simply put, all people in red zones must stay at home at all times, limit gatherings and contact among family’s members.
Focus is on ensuring around-the-clock supervision, and prohibiting people and goods carrying vehicles from entering or leaving the red zone.
Taskforces allowed to operate in red zones must wear full protective overalls, keep a distance of at least 2 metres from others whilst contacting and receiving goods, disinfect hands before and after entering and leaving the red zone and make daily medical declarations.
Also, residents are highly recommended to make payment for the purchase of goods by bank transfer. In case of using cash, it must be disinfected before and after the transaction.
All vehicles and goods passing through checkpoints must be disinfected right here before entering /leaving blockaded areas.
Trash bins with foot pedals and yellow-painted garbage bags are used to store hazardous waste capable of infecting SARS-CoV-2. Also, garbage collectors must be equipped with protective equipment in accordance with the issued regulations.
The principle of each family isolating itself from other families must remain in place. Accordingly, people must ‘shelter in place’, and neither contact others outside their homes nor let anyone come into their homes.
COVID-19 testing is conducted every 3 days in locked-down areas.
In yellow zones, COVID-19 preventive measures in the spirit of Directive No. 05/CT-UBND shall be applied.
All residents must continue to abide by the ‘stay-at-home’ order. They are only permitted to leave homes as they have legal QRCode travel cards issued by the competent authorities along with other identification papers, strictly comply with the 5K rules of the Ministry of Health and must wear anti-droplet face shields when engaging in face-to-face communication.
Gatherings of more than 2 people are banned in public places.
Residents are allowed to go in-person to grocery stores and drugstores within the same village/neighborhood. In case it is necessary to go out of the village/ neighborhood for the purchase of food and essential goods, residents must ask for permissions from the ward /commune-level People's Committee (one person per household with the frequency of every 5 days).
Grocery stores and drugstores must ensure a safe distance between buyers and sellers.
Key trading companies, shopping malls, supermarkets, convenience store chains (mini mart chains, sale points in residential areas or in some markets organised by competent authorities are not allowed to sell goods directly to residents. The sales must only be conducted through organizations and individuals authorised to make purchases and home delivery service to residents.
Companies supplying drugs, medical equipment and consumables for medical examination and treatment and pandemic prevention and control, medical establishments, concentrated medical quarantine facilities; vaccination and COVID-19 testing facilities are allowed to operate.
Gas, electricity, water and petrol supply stores, postal, telecommunication, press agencies, the city’s airport and railway station and road management stations, State-run agencies, business establishments providing auxiliary services to enterprises (registration, auditing, registration of secured transactions, insurance and professional security) and stores trading in building materials and technical services, and electricity and water supply repairs shall assign up to 30% of the total staff for work, whilst banks with a maximum of 40% and seaports and enterprises located in the city’s hi-tech park and industrial zones with 50%.
In particular, a maximum of 70% of the total employees for the ‘3 -on- the-spot’ (on-site production, on-site dining, on-site resting) approach is allowed.
Judicial support services, notary, lawyer, auction, bailiff, commercial arbitration, legal advice, asset management and liquidation, judicial expertise organisation on a case-by-case basis) is allowed to operate with a maximum of up to 30% of the workforce but not more than 5 people.
All eligible shippers must regularly wear protective overalls, standard medical masks, anti-droplet face shields and gloves, and disinfect hands with antiseptic liquids during their shipping process according to the safety regulations against COVID-19. They must receive at least one dose of COVID-29 vaccines.
Funerals are required to last not later than 48 hours.with a maximum of 20 attendants.
In green zones, residents are allowed to go to wet market with a frequency of every 5 days provided they have valid QRCode entry cards according to the regulations.
Stalls in wet markets must be equipped with visible partitions so that traders do not directly communicate with shoppers.
Dwellers are allowed to do physical exercise and walk outdoors in public places within green zones, from 5:00 am to 7:00 am, buy they must keep a minimum distance of 2 metres from others.
Restaurants, shops, food and beverage service establishments are only allowed to operate online sales and takeaway and home delivery services.
