Portable drug test analyzer donated to Da Nang Customs Department

On Friday, the General Department of Viet Nam Customs handed over a TruNarc handheld narcotics analyzer, funded by the Bureau of International Narcotics and Law Enforcement Affairs under the U.S. Department of State, to the Da Nang Customs Department.

Speaking at the reception ceremony, Director of the Da Nang Customs Department Quach Dang Hoa highly lauded the U.S. Department of State for its special care and active support for his agency over the past times, especially the equipping of a TruNarc handheld narcotics analyzer for the Port Control Unit (PCU) under the municipal Customs Department.

He highlighted the importance of the donated device in enhancing PCU’s capacity of detecting drugs and addictive substances at seaports in the city.

The donation of the portable drug test analyzer is as part of the Container Control Programme (CCP). CCP is a collaborative initiative between the United Nations Office on Drugs and Crime (UNODC) and the World Customs Organization (WCO). The mission of the CCP is to build capacity in countries seeking to improve risk management, supply chain security, and trade facilitation in seaports, airports and land border crossings in order to prevent the cross-border movement of illicit goods.

In Viet Nam, CCP is being currently deployed at the customs departments of Hai Phong, Da Nang, Ho Chi Minh City, and Ba Ria - Vung Tau with the establishment of 4 PCUs working under a part-time basis.

The Da Nang PCU consisting of well-trained employees of the municipal Customs Department, has been set up to apply advanced risk management measures combined with anti-smuggling control activities to enhance the efficiency of controlling containers at seaports in the city.

The city’s Unit is in charge of receiving and processing information, and applying port control measures to stop and combat crimes of smuggling and illegal transportation of prohibited goods through containers by sea.
