According to investigations, in October 2018, Le Van Thoai, a resident in Hiep Thanh Ward, District No. 12, Ho Chi Minh City began submitting applications for work permits for foreigners at the Da Nang Department of Labour, War Invalids and Social Affairs.
Thoai then got acquainted with Nguyen Van Phong and asked for his support for foreign nationals’ illegal entry to Viet Nam with an agreement under which Thoai pledged to give Phong VND1.5 million for a granted dossier.
Thoai gave Phong a total of about VND 80 million both in cash and via online bank transfer.
Since October 2018, Thoai and his accomplices submitted to Phong 190 applications for work permit.
Through careful investigation and verification, the Da Nang police detected that such documents as experts’ certificates, judicial records and health examination records were all fake.
The functional force also conducted search into Phong's places of work and residence to collect relevant documents and evidence in support for further investigation.
