Da Nang speeds up issuance of chip-based ID cards associated with electronic identification

According to population data, Da Nang has about 816,918 citizens eligible to be issued chip-based ID cards. Till date, police at all levels citywide have received dossiers for the issuance of chip-based ID cards from more than 722,000 permanent residents and nearly 22,500 temporary residents.

The Police Division for Administrative Management of Social Order under the Da Nang Department of Public Security said that police units across the city have received 668,791 chip-based ID from the Police Department for Administrative Management of Social Order under the Ministry of Public Security.

Of which, 666,541 cards have been returned to owners, whilst the remaining 2,250 cards have not been paid in time because police need time to classify, and many cases have not been notified but have not yet received.

Every day, district-level police receive a total of about 200 dossiers for the issuance of chip-based ID cards.

According to Lt. Col. Nguyen Huu Cong, Deputy Head of the Police Team for Administrative Management of Social Order Team under the Ngu Hanh Son District’s Department of Public Security, each day, his unit receives about 15-40 dossiers for issuance of chip-based ID cards.

“Currently, the issuance of such digital ID cards is be carried out on eligible citizens at the ‘One-stop shop’ site in the Ngu Hanh Son District Administrative Centre, and at mobile locations for those who are old, sick and have difficulty walking” added Lt. Col. Cong.

He revealed that, in the next week, his unit would collect dossiers for issuance of digital cards at schools in the district with a focus on processing applications for students aged 14 and over.

Lt.Col. Pham Thi Dieu Thuy, Deputy Head of Team 2 of the Police Division for Administrative Management of Social Order under the Da Nang Department of Public Security, explained the reason for some eligible citizens in Da Nang having not yet applied dossiers for issuance of chip-based ID cards is due to their old ages, sickness, and absence in the locality.

For citizens whose ID cards are still valid, their benefits will not be affected. However, they must apply dossiers for issuance of digital ID cards as their ID cards expire, are torn, and have blurred images or number, because the authorities are no longer issuing ID cards.

“Moreover, police in Da Nang are planning to continue to issue chip-based ID cards associated with electronic identification to eligible citizens in the city. Accordingly, the electronic identity account integrates all the information of the citizen. When making transactions at government departments and agencies, citizens only provide electronic identification accounts without carrying any personal papers,” said Lt.Col. Thuy.

In order to continue to maintain the achieved results, create positive changes in the implementation of the "National Population Database" and "Citizen Identity Card Production, Issuance and Management" projects, and carry out a project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period with a vision to 2030, the Da Nang Department of Public Security has recently directed the police units and authorities at grassroots level to mobilise involved personnel, means and equipment to synchronously "clean" data and deploy electronic identification and authentication system.

In the immediate future, a focus will be on granting digital ID cards to students who are preparing for the national senior high school graduation exam 2022 and the 10th grade entrance exams for the 2022-2023 academic year, and citizens born before May 2008.

As for the priority target groups, the local police soon complete the receipt of dossiers for issuance of digital ID cards and transmit the data to superiors.

In addition, importance will be attached to quickly reviewing, making statistics and completing the organization and collection of dossiers of issuance for chip-based ID cards. Local police will arrange mobile teams to carry out the issuance of such digital cards to eligible people who are old ages or have difficulty walking.
