Ensuring traffic safety on Ngo Quyen - Ngu Hanh Son route

The recently-upgraded section of the Ngo Quyen - Ngu Hanh Son route from the beginning of the Rong (Dragon) Bridge to Nguyen Phan Vinh and the intersection of Ho Xuan Huong - Le Van Hien - Tien Son bridge has just been renovated to create an open traffic axis. However, over recent times, this section has often seen many motorbike riders travelling along the lane exclusively for cars, going into the frontage road in the opposite direction, even park their vehicles illegally, all causing traffic insecurity and potential danger.

As reported that the above-mention traffic violations have happened for nearly 2 months since upgrade was completed and the route was put into use from January 29, 2022.

In particular, despite the signs prohibiting motorbikes from entering the lane for cars, many riders still deliberately violated the rule, even going in the opposite direction in the frontage roads that stretch parallel with the main route.

Only when there are traffic police patrolling to handle violations, road users do not enter the prohibited area.

Mr. Pham Tan Dat, who lived on Ngu Hanh Son Street, My An Ward, Ngu Hanh Son District said that when the intersection of Ho Xuan Huong - Le Van Hien - Tien Son Bridge was yet to be renovated, and separate lanes for cars, motorbikes, traffic accidents caused by vehicles going into the wrong lane often happened here.

To avoid conflicts between vehicles, the intersection was upgraded and divided into lanes for each group of vehicles.

Specifically, motorbikes, 4-seater vehicles, small trucks, and bicycles have their own innermost lanes, while the outer lanes are for cars, large trucks and containers along the section from thr Le Van Huu - Ngu Hanh Son junction to the approach road leading to Tien Son Bridge.

However, despite the frequent dangers, many motorcyclists now still deliberately enter the lane reserved for large-sized cars. 

Driver Nguyen Tan Phat, who lives in Cam Le District complained that when the light turned green, cars could turn onto the bridge, but the motorbikes stood in front waiting for the green light to turn left to Ho Xuan Huong Street.

At times, the drivers honked their horns to ask for travel, but the motorbikes refused. When the motorbike can go, the traffic light on the lane exclusively for large trucks bounding for the bridge turns red again, which is very time-consuming and dangerous.

Meanwhile, the section from Dragon Bridge to Nguyen Phan Vinh intersection has been put into operation, creating favourable conditions for traffic. Lanes and road sections are divided by hard medians. However, on the section of the route, there is often a situation under which motorcyclists run into the car-only lane, even going in the opposite direction on the frontage road.

The local competent force has administratively penalised cases of travelling along the wrong side of the road. According to Lieutenant Colonel Nguyen Ba Cuong, Head of Hoa Hai Gate Traffic Police Station under the Da Nang Department of Police said, after a month of publicity and reminders, traffic police forces on the route began handling violations.

A fine of VND500,000 and a 2-month driving license suspension are applied to cases of going in the wrong lane.

Chief of Office of the municipal Traffic Safety Committee Nguyen Trung Nghia said that, up to now, the section of the route has been renovated. Regarding traffic arrangement, the main road is only for cars and container trucks to circulate, whilst  two frontage roads for motorcycles, mopeds, rudimentary vehicles and small-sized cars, with ban imposed on passenger cars with more than 16 seats and trucks with a cargo volume of more than 2.5 tonnes.

The renovation, adjustment and arrangement of traffic on the Ngo Quyen - Ngu Hanh Son route into two separate lanes will create safety for all types of vehicles, minimising traffic accidents and at the same time, creating favourable conditions for traffic in and out of the Da Nang Port to operate effectively, thus contributing to the economic development of the central and Central Highlands regions of Viet Nam.
