Assessment plan for Da Nang Department and District Competitiveness Index 2021 released

The Da Nang People's Committee has issued a plan on assessing Department and District Competitiveness Index 2019.

Under the plan, a survey will be conducted by the municipal Institute for Socio-Economic Development on businesses and cooperatives operating in the city and using public administrative services over the past year.

The intention is to collect data from the targeted group about their opinions and assessments on the quality of public administrative services at district and department levels.

Subjects to be assessed include all local districts, municipal departments and specialised agencies under the municipal People's Committee, and the city-based national units.

The DDCI rankings are based on 9 criteria, namely transparency and access to information, the proactivity of leadership, time costs of regulatory compliance, informal charges, fair competition, business support, legal institutions, information technology application, and access to land and land use stability.

As assigned by the municipal government, the Da Nang Institute for Socio-Economic Development to assume the prime responsibility for surveying and reporting on the results of evaluation and the ranking of agencies, units and organisations for public announcement according to regulations.

The Da Nang Public Service Information Center, the ‘One-stop-shop’ department at the district-level People's Committees, the Authority of the Hi-Tech Parks and Industrial Zones, in collaboration with the Institute for Socio-Economic Development in collecting ideas from businesses, cooperatives and family-run enterprises in the city.

DCCI Index is built on the base of the Provincial Competitiveness Index (PCI) jointly developed by the Viet Nam Chamber of Commerce and Industry (VCCI) and the US Agency for International Development (USAID).

The DCCI is expected to be a practical and effective solution for departments and district-level authorities to enhance the quality of their economic management, thereby speeding up administrative reform in a synchronous manner and creating a very favourable business environment in the city.
