Japan supports Da Nang to make master plan for natural disaster mitigation

Da Nang People's Committee Chairman Le Trung Chinh on Friday discussed with the delegation of the Global Environment Department and the Office of the Japan International Cooperation Agency (JICA) in Viet Nam on the implementation of a technical cooperation project for development planning on post-flood recovery and master plan on natural disaster mitigation in Central Viet Nam.

Chairman Chinh highly appreciated the idea and content of the above-mentioned project and Da Nang has agreed to join it. The Da Nang Department of Agriculture and Rural Development is assigned to be the coordinating with the Japan Global Environment Department, the JICA Office in Viet Nam and national ministries to implement this project.

Da Nang and the neighbouring province of Quang Nam have a lot of experience in natural disaster prevention and control, but in the face of unusual developments of floods, storms, extreme weather and climate change, Da Nang is in need of support from the Global Environment Department and the Office of JICA in Viet Nam to conduct effective natural disaster response and mitigation and minimise damage caused by natural disasters.

Accordingly, Da Nang needs support from the Japanese partners in terms of the setting up of a disaster management, monitoring and monitoring system, rain measurement system, flood level monitoring, automatic flood warning and surveillance cameras, training for natural disaster mitigation forces, the dredging of rivers, streams, lakes and canals for flood drainage, the floodwater level regulation of hydroelectric reservoirs and existing problems of Quang Hue River in order to reduce flooding downstream, and taking solutions to prevent coastal erosion in Da Nang.

Addressing the working session, a representative of the Japan Global Environment Department agreed with the city's aforementioned proposals.

The project management board will discuss with stakeholders to select the appropriate type of monitoring equipment, take solutions to raise community awareness about natural disaster response and mitigation, build an early disaster warning system, implement overall measures to reduce disaster risks.

Technical cooperation project for development planning on post-flood recovery and master plan on disaster mitigation in Central Viet Nam will be implemented from now until 2024 in the capital city of Ha Noi and the central regional localities of Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam and Da Nang with a total capital of more than VND72 billion, including more than VND 66 billion from non-refundable ODA.
