Administrative reform crucial to economic development

Administrative reform is a prerequisite for the success of socio-economic development in the context of globalisation and international integration. In an active response to the theme ‘Year of safe adaptation, flexibility, effective disease control and socio-economic recovery and development in Da Nang, the local administrative reform in 2022 brought into encouraging results and proposed solutions to socio-economic development promotion.

Digital transformation mark

Administrative reform has been carried out at all levels in the direction of simplification, creating favourable conditions for socio-economic development and ensuring people’s legitimate interests and ownership.

Public administration reform has promoted economic renovation, international economic integration and maintaining political stability, prevented negative phenomenon, practiced thrift and the fight against wastefulness. The implementation of the programme to simplify administrative procedures, reduce business conditions and specialised inspection activities has achieved many positive results.

Director of the Department of Home Affairs Vo Ngoc Dong said that the city has promoted the application of information technology (IT) in handling administrative procedures, operating the activities of administrative agencies, increasing the openness of IT, expanding the application of utilities to support people in performing public services, creating the highest satisfaction of people and businesses about public services.

This highly-encouraging fact has contributed to economic recovery and development, with a growth rate of 14.05% as compared to 2021, ranking third in the country. State budget revenue reached more than VND 23,600 billion, reaching more than 120% of the estimate.

Many guiding documents have been issued by the municipal administration in the process of implementing the construction of e-government and digital government, implementing the project to renew the implementation of the one-stop-shop mechanism.

The one-stop-shop mechanism in handling administrative procedures has been implemented in an effective manner. Notably, the city issued plans to develop e-government towards digital government in the city in the 2022 - 2025 period, implemented digital transformation tasks in the city and promulgated the implementation plan of the ‘Building a smart city in Da Nang in the 2018 - 2025 period, with a vision towards  2030’ project.

The municipal People's Committee has directed relevant local agencies to establish community-based digital technology groups in all villages and residential groups. Up to now, 56 wards and communes have established 2,424 community-based digital technology groups with a combined total of about 13,000 members.

“With the positive results achieved, Da Nang is one of the 7 Vietnamese units to have been honoured in the category of ‘Excellent Digital Transformation State Agency’ with the Da Nang Digital Citizen platform.

Accordingly, the Da Nang Digital Citizen platform, known as My Portal Da Nang made its debut on September 12, 2022 at https://congdanso.danang.gov.vn/; https://myportal.danang.gov.vn.

This platform is effectively integrated onto the DaNang Smart City application. Digital citizenship is an important component of the fields, namely digital society, digital economy and digital government. To date, the Da Nang Digital Citizen platform has more than 240,000 digital citizen accounts.

Over 99% of administrative procedures resolved on time

The reform of administrative procedures and the handling of related issues have the most obvious impact on organisations and citizens. The city always pays attention to promptly proposing amendments, supplements, replacements, annulments or cancellations of administrative procedures or related regulations that are unnecessary, inappropriate or do not meet the principles of administrative regulations.

Such a move aims to help individuals and organisations cut down the time and expenses for handling administrative procedures, thereby contributing to improving the business environment and enhancing the city's competitiveness.

As reported, the rate of administrative procedures dossiers handled by municipal departments and agencies on time reached 99.02% and this rate was 99.37% and 99.95% by the district and commune-level People's Committees, respectively.

Vice Chairman of Thanh Khe District People's Committee Tran Tuong Van said that in 2022, the district will invest in upgrading the KIOSK software at the ‘One-stop-shop’ area in a bid to switch the form of manual search for administrative procedures based on the current list as currently to software.
