Focus must be paid to warning local residents and tourists about drowning risks in coastal areas, rivers, streams, amusement parks and other high risk areas in order to keep them safe in and around water. Authorities at local level are asked to closely work with relevant agencies to raise awareness of this risk among local residents, and tourists, along with owners and staff of business establishments that are offering outdoor adventure tourism and outdoor sport services. Importance should be attached to identifying high-risk areas, particularly deep water areas, in order to install protective barriers or warning signs of drowning. Heed should be paid to deploying personnel to high-risk areas as well as taking all necessary measures to reduce or eliminate drowning risks.
High priority should be given to taking precautionary steps in such high-risk areas as rivers, creeks, streams, mountainous areas, forests, amusement parks and entertainment areas in Hoa Bac, Hoa Phu, and Hoa Ninh communes, Hoa Vang District, the Son Tra Peninsula, the southern part of Hai Van Pass, and beaches.
