Da Nang has identified caring for war invalids, and revolutionary contributors, as well as promoting the “Paying the Debt of Gratitude” movement as one of important and regular tasks of the whole political system and the whole society in line with the municipal Party Committee’s Plan No. 42 and the municipal government’s plan 408.

The focus has been on engaging members of the public with caring for revolution contributors, as well as increasing the sense of responsibility among them to actively participate in meaningful activities for heroic Vietnamese mothers, policy beneficiary families, and those who rendered great service to the nation in efforts to express their deep gratitude and appreciation to national contributors, especially public holidays, Lunar New Year and the annual anniversary of War Invalids and Martyrs Day (July 27).

Furthermore, the Da Nang government has released additional policies that adapt to the socioeconomic conditions in the city in a bid to provide financial support to eligible individuals and families in a timely manner.

Heed has been paid to issuing a policy to grant regular and unexpected allowances to local revolution contributors who are suffering from chronic, serious and life threatening conditions, or living under difficult circumstances. Besides, special attention has been given to releasing a number of special policies that have brought more benefits to revolution contributors in efforts to secure good care for people with meritorious services to the nation, and policy beneficiary families.

The Da Nang Caring Center for revolution contributors provide shelter to 48 people, as well as provide care and support on rotation to nearly 1,000 people every year. The center is dedicated to providing material and spiritual care to revolution contributors.

In 2022, the city raised monthly meal allowances for revolution contributors who are being cared for at the Center from VND 1.5 million per person to VND 2.1 million per person in order to ensure the best possible care and support for these people. Currently, the city grants monthly regular allowances totaling over VND 28.2 billion to more than 17,500 eligible people. There are a total of 3,383 heroic Vietnamese mothers in Da Nang, of whom, 92 are still alive and receive monthly allowance of VND 1 million or above per person.

In 2023, the Da Nang Department of Labour, Invalids and Social Affairs continues its efforts to develop a number of draft policies for revolution contributors in an attempt to provide the best possible care and support to them. In addition, importance is attached to giving advice to the municipal government to make adjustments and modifications to current policies in order to make sure that new policies are tailored to the needs of revolution contributors, and adapt to the socioeconomic conditions in the city. Moreover, special attention is paid to speeding up the construction of new houses and repair of downgraded houses for people with meritorious services to the revolution.

The city's goal for the implementation of the Secretariat of the Party Central Committee’s Directive No. 14 is to maximize its resources to secure good care for people with meritorious services to the nation, and policy beneficiary families, contributing to promoting the Vietnamese traditions of "Repaying gratitude", and “When drinking water, remember its source.”
