According to the municipal Department of Information and Communications, the IOC is an important component identified in the overall smart city architecture of Da Nang and the ICT reference framework for smart city development of the Ministry of Information and Communications. The formation of the IOC will contribute to promoting digital transformation and building Da Nang into a smart city.
Unlike many localities nationwide, Da Nang built the IOC by inheriting existing digital data, and being equipped with centralised analysis tools (municipal-level IOC), Also, districts, departments and branches (or operating centers - OCs) are authorised to share information and data, and provide warnings to direct and operate according to the urban government model.

Specifically, the IOC is responsible for collecting and synthesising information and data sources in all fields for analysis and display, thereby helping leaders at all levels have the ability to monitor, administer, make decisions and manage the quality of services provided by the city as a whole.
At the same time, it provides early detection and warning of problems and unusual events related to the operation of the city, hereby supporting the city’s Centralised Command Center to deal with emergency situations, natural disasters, pandemics and others.
District-level OCs, and specialised OCs, are monitoring and management units according to the geographical area of the district or professional and specialised fields.

Depending on the functions and tasks of State management, OCs are decentralised to receive information and data that are analysed and shared by the municipal-level IOC for monitoring and administration.
The IOC at the first phase has 15 service groups including functional groups for monitoring and administration, and the others for analysis and warning.
The operation of the IOC is expected to contribute to building Da Nang into a friendlier and smarter city in the coming time.
