Dialogue fostered to reduce poverty
To improve effectiveness of poverty reduction, authorities in Da Nang have strengthened dialogues with poor households, made poverty reduction plans that are close to the characteristics of each household, and mobilized resources to help many poor households to escape poverty.

Hoa Phong is a commune with many difficulties. In early 2021, the entire commune had 119 poor households with working capacity according to city standards. In 2022, the locality began implementing poverty reduction according to the city's new standards for the 2022-2025 period, and it had 142 poor households with working capacity.
To implement the national target programme for sustainable poverty reduction in the 2021-2025 period, from 2021-2023, the entire commune focused on synchronously taking measures to effectively implement poverty reduction, and help poor households escape poverty.
The locality determined that the organisation of dialogues to listen and grasp the needs of each poor household to provide appropriate support was the first effective measure. Therefore, in the first quarter of every year, the commune develops a plan and organises meetings and dialogues with poor households.
After 3 years of implementation, 320 poor households across Hoa Phong Commune attended dialogues. During the events, 59 households showed the need for building new houses and repairing downgraded ones, 90 for livestock, 15 for means of livelihood, 41 for loans, and others.
Also during that period, the commune provided financial support, and means of livelihood, at a total cost of more than VND6.6 billion for those in need. Thanks to the sources of support, 175 poor households in the commune were lifted out of poverty.
According to the municipal Department of Labour, War Invalids and Social Affairs, under the national target programme on sustainable poverty reduction for the 2021-2025 period, between 2021 and 2023, many programmes and policies to support poverty reduction have been issued, helping to quickly solve basic and pressing problems for the poor in the city. In particular, the organisation of dialogues has been effective, promoting sustainable poverty reduction.
Not only helping poor households with housing, the city branch of the Viet Nam Bank for Social Policies has also coordinated with associations, organisations and localities to disburse loans, totaling VND171.79 billion, to nearly 3,700 households, including 1,077 poor households, 800 near-poor households and 1,200 households newly escaping poverty.
Director of the municipal Department of Labour, War Invalids and Social Affairs Nguyen Dang Hoang said with dynamic, creative, rigorous methods and organisation, localities have facilitated local poor families to escape poverty sustainably as synchronously implementing poverty reduction solutions along with credit loan programmes, and creating job opportunities and vocational training courses to locals.
