Hai Chau District People's Committee and the Da Nang branch of the Viet Nam Military Industry-Telecoms Group (Viettel Da Nang) inked a Memorandum of Understanding on digital transformation during the 2024-2025 period.

Accordingly, during that period, Hai Chau District People's Committee will coordinate with Viettel Da Nang to promote digital transformation in six areas of digital infrastructure, digital awareness, digital government, digital economy, digital society and cyber security.

Specifically, Viettel Da Nang will have a preferential policy on installing Wi-Fi systems at community houses, parks and gardens in the district. At the same time, it will give a helping hand to the district authorities to build a pilot digital technology experience space to help people access, directly experience and use electronic products, digital technology services, and digital applications.

In addition, Viettel Da Nang will consult and introduce solutions for environmental monitoring infrastructure; and offer training courses on digital transformation solutions for leaders, officials, civil servants, public employees, workers, businesses, business households, and community digital technology groups.

The unit will implement a project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022 - 2025 period, with a vision to 2030 (Project 06).

Besides, Viettel Da Nang will assign personnel to join the Community Digital Technology Team and Project 06 in 13 wards of the district; as well as build a virtual assistant system to serve management and administration in Hai Chau District.

Along with that, Viettel Da Nang will deploy free payment acceptance points and guide people, small businesses, business households, and individuals to promote non-cash payments.

Viettel Da Nang will coordinate with authorities in Hai Chau District in replicating non-cash payment routes, using digital signatures to perform procedures on public service portals and other commercial environments, and deploying public utility telecommunications policy and policies for people in extremely difficult circumstances according to the city's policies.

On the other hand, Viettel Da Nang will cooperate with Hai Chau District to consult, survey and evaluate the current state of information security in the district based on the instructions of the city's Department of Information and Communications; as well as advise on a number of information security solutions such as Cloudrity, and Pentest to agencies, units and localities.

Meanwhile, authorities in Hai Chau District will be responsible for directing relevant functional departments and branches and the People's Committees of 13 wards in the district to provide necessary information to coordinate with Viettel Da Nang.

Viettel Da Nang will be in charge of developing specific plans, financial and human resources conditions to discuss and coordinate with the district authorities to implement and ensure strict compliance with policies, guidelines and regulations of the Party and State; as well as widely publicise coordinated content on social platforms in order for people to understand and join.
