WB supports Da Nang to effectively manage digital data

Speaking at the working session on digital data management with the World Bank (WB) on Tuesday, Permanent Vice Chairman of the Da Nang People's Committee Ho Ky Minh informed that the municipal Party Committee’s Executive Board already issued Resolution No. 05-NQ/TU dated June 17, 2021 on digital transformation, whilst the municipal People’s Committee issued a digital transformation project and a smarter city building project until 2025 with a vision to 2030.

He added that the digital transformation resolution identified digital data as the foundation and driving force of innovation, serving all three areas of digital government, digital economy and digital society, along with the building of a smart city.

Therefore, the city built, promulgated and applied the e-government model (in 2015) and the overall smart city model (in 2018), the data infrastructure development and management plan (in 2023), regulations on management, connection, sharing, exploitation and use of digital data (in 2019), shared data catalog, and open data catalog.

To date, the city has already put into operation and used important background databases, including enterprise and business household databases, cadre and civil servant databases and land databases, plus specialized databases such as notaries, land funds, and household registration. At the same time, the city has deployed and provided more than 1,200 sets of open data on the Da Nang Open Data Portal, as well as developed shared digital platforms and smart applications and utilities to serve people and businesses.

The city is initially exploiting and using digital data in providing public services in the direction of digital services, simplifying administrative procedures, and allowing people and businesses not to have to re-submit such documents as certificates of business registration, residence and land use right.

However, data is a new element, with certain characteristics, and legal rules and management logic different from traditional elements, so Da Nang is looking for a suitable data management roadmap and solution to effectively maximize the value of data.

Mrs. Tran Thi Lan Huong, senior expert in public administration of the WB, proposed the city have clear data management regulations along with data focal points in each department and sector.

She stressed the need for the city to provide State management teams with specific knowledge and skills of spatial data according to the general capacity requirements framework.

"The city needs to allocate resources to invest in developing infrastructure in general and geospatial data in particular in both the short and long terms. The WB will continue to accompany the city to implement effective digital data management" she emphasised.

Also on the same day, the municipal Department of Agriculture and Rural Development chaired a working session with a team of experts from the WB on risk assessment and research into the framework for flood risk analysis under the overall cooperation programme on supporting economic recovery and sustainable development between Da Nang city and the WB.

Also at the meeting, representatives of departments, along with experts and scientists in the city, requested WB’s expert team and the consulting unit of Da Nang’s flood risk reduction project to conduct research, institutionalise, and concretise many solutions to help the city cope with floods and urban flooding.

Director of the municipal Department of Agriculture and Rural Development Nguyen Dang Huy urged the WB to further study the legal basis, general planning, provincial planning, and subdivision planning to synchronously integrate solutions to reduce the risk of flooding in urban areas.
