Da Nang continues building more social housing units

Da Nang is now the leading locality in the country in terms of State-owned social housing funds with 10,687 apartments and 1,146 dormitories with a total investment of VND 3,570 billion.

Currently, the city continues to mobilise State budget and call on private investors to build more buildings of accommodations to meet the great demand for housing of low-income individuals and workers in industrial parks.

Accelerating construction progress

Five social housing projects with 2,750 apartments in total are under construction in Da Nang. However, only the social housing project for revolution contributors on Vu Mong Nguyen Street in Ngu Hanh Son District, and the project on land plot B4-2 in Bau Tram Lakeside green urban area, are being urgently completed.

Meanwhile, the remainder 3 are being implemented quite slowly. Even the two affordable housing developments for low-income earners in the Dai Dia Bao and An Trung 2 resettlement areas, both invested by the Duc Manh JSC and the 579 Construction Investment JSC, have their actual construction halted for several years.

At the social housing project in Hoa Khanh Industrial Park, invested by the Saigon - Thuan Phuoc Green Real Estate JSC, many workers and laborers are upset because the investor has delayed the handover of apartments in block B2 until December 31, 2024, 9 months behind schedule compared to the signed contract.

Deputy Director of the Da Nang Department of Construction Tran Van Hoang said that the department is urging investors to speed up construction progress, handing over apartments to customers soon.

According to the Department of Construction, as for social housing projects that have selected investors, mobilising non-budgetary capital is facing many difficulties. Project investors have not yet accessed preferential loans, and their capacity is limited, resulting in the delay of many projects. The handling of procedures for selecting investors to implement social housing developments, determining land prices and exempting land use fees is prolonged, all slowing down the construction progress of the projects.

Two forms of social housing development

There are two forms of social housing development in Da Nang. In particular, the State invests in social housing projects for rent, and enterprises implement social housing projects for sale and rent.

Through monitoring and evaluating the implementation results over the past time, the city recognises that the abovementioned forms are suitable for the characteristics and situation of Da Nang.

In the coming time, the city will continue to allocate the existing State-owned social housing fund and arrange State budget capital to build more social housing apartments for rent for households and individuals who are affected by degraded apartment buildings and collective houses owned by the State, people with revolutionary contributions, poor households and households in especially difficult circumstances.

At the same time, importance will be attached to calling on investors to invest in the construction of social housing apartments for sale and rent to households, individuals, and workers who are eligible for housing policies according to regulations.

The city is carrying out procedures to call for investment in three social housing projects that have investment policy approved, providing a total of 3,519 apartments. It also is implementing procedures to invest in the construction of a social housing project funded by the State budget with a total of 608 apartments.

The city has earmarked a 2.77 land in the Hoa Hiep 3 resettlement area for the General Confederation of Labour to build a trade union and housing project with 732 apartments in total. In addition, it plans to call for investment in 5 other new social housing projects offering about 4,500 apartments in total in the 2024-2025  period.

Mr. Tran Van Hoang added that 139 ha of land among the municipal People's Committee-approved 8 urban subdivision planning projects will be designated for building affordable housing developments to continue to meet the housing needs of local residents and workers.
