PM demands best conditions for people to access online public services
Cities and provinces nationwide have to exert every effort to create the best conditions for people and businesses to access online public services.
The request was made by Prime Minister Pham Minh Chinh, Chairman of the National Committee for Digital Transformation, at the online conference on enhancing the efficiency of providing and using online public services, held in Da Nang on Saturday morning.

In his concluding remarks at the event, the Prime Minister analyzed the achieved results, and at the same time, pointed out the shortcomings and limitations in the implementation of administrative reform. In particular, the connection, sharing and synchronisation of data are still slow. Digital human resources and digital infrastructure have not met the requirements and have not made any breakthroughs. The situation of cyber-attacks, especially ransomware, has increased sharply, Also, 33 out of the 135 information systems have not met any criteria on network safety and security according to the instructions of the Ministry of Information and Communications.
He also promoted the role and responsibility of leaders who have to strictly implement administrative discipline.
He asked localities to put people and businesses at the centre, the subject and the target, as well as take service quality, usage level and satisfaction of people and businesses as the measure to evaluate implementation results.
Mr. Chinh emphasised three focuses: legalisation, digitalisation, and automation, aiming for 4 no's: no paperwork, no cash, no contact if not required by regulations, and leaving no one behind.
The national leader stressed the need to develop digital government, and improve the efficiency of online public services so as to successfully implement the goals and strategies on national digital transformation.
Importance will be attached to innovating and improving the quality of operations of Public Administration Service Centers and One-Stop Shops at all levels; investing in developing information technology infrastructure systems to serve national digital transformation; and enhancing connectivity, sharing and reusing data in service of administrative procedures.
At the conference, delegates reported results of implementing online public services and discussed key tasks and solutions to improve the effectiveness of online public services in the coming time.
As reported at the conference, since 2021, the Prime Minister has issued 9 decisions and 5 directives to direct and operate the provision of online public services for people and businesses. All 63 localities nationwide have issued policies on exemption and reduction of fees and charges in the implementation of online public services. The level of satisfaction of people and businesses in handling administrative procedures increased from 90% in 2022 to 93% by August 2024.
