Compassionate Lieutenant devoted to people
Local residents express admiration, affection, and respect for the police officer who is wholeheartedly dedicated to the people. That officer is Lieutenant Nguyen Ngoc Tay, a member of the Police Department of Hoa Hiep Bac Ward, Lien Chieu District, Da Nang.

After graduating from the People's Police College V, Mr. Tay began working at the Police Department of Hoa Hiep Bac Ward in 2017.
Upon receiving his assignment, he immediately immersed himself in understanding the area and its dynamics. He spent considerable time studying the local characteristics and collaborated with his colleagues to directly engage with the community, ensuring early detection of any issues to promptly report to his superiors and propose solutions to maintain security and order in the area.
Hoa Hiep Bac borders Phu Loc District, Thua Thien - Hue Province, and is a popular tourist destination, attracting many visitors and hosting a large number of workers renting accommodation. Given these conditions, it is susceptible to crime. In response, Mr Tay proactively advised and suggested that his unit’s leaders direct the local police to collaborate with community leaders in organising public meetings. These meetings aimed to widely disseminate information on complying with the Party's policies and the State's laws, including the Road Traffic Law, Cybersecurity Law, Fire Prevention and Control Law, and the Law on Drug Prevention and Control. Additionally, efforts were made to mobilise the public to participate in crime prevention and reporting.
As a result, the number of incidents related to security and order has decreased yearly, with no occurrences of robbery, theft, or gang activities. He has also led efforts to dismantle locations involved in drug use, gambling, and illegal lotteries.
In addition to his dedication to his professional duties and commitment to the people, Lieutenant Nguyen Ngoc Tay also serves as the Deputy Secretary of the Youth Union organisation of Hoa Hiep Bac Ward-based Police Department. In this role, he has worked with the Youth Union's Executive Board to develop annual plans and programmes, coordinating closely with subordinate youth unions under the Hoa Hiep Bac Ward-based Youth Union organisation and the Hai Van Border Guard Station Youth. Together, they have organised successful legal education and crime prevention activities for thousands of students, workers, and local residents. They have also initiated campaigns to clean up the marine environment, remove unauthorised advertisements, and carry out environmental protection activities. Furthermore, they have provided guidance and support to at-risk youths, assisted in providing livelihoods for impoverished families and those reintegrating into society after serving prison sentences, and offered aid to those who have contributed to the revolution and now reside in the ward.
Also, he has actively participated in youth movements initiated by the Youth Union organisation of Lien Chieu District-based Police Department, both within and outside the city, particularly those focused on community service.
To contribute to the community, Mr Tay has donated blood 13 times. Beyond this, he has actively promoted the importance of blood donation among his family, colleagues, and friends, leading to dozens of people participating in voluntary blood donation.
He shares that blood is precious, but even more valuable is the opportunity to share his blood with those in need, helping patients receive treatment, recover, and improve their health.
According to Ms. Huynh Vo Ha Le, Secretary of the Youth Union organisations of Hoa Hiep Bac Ward, the Youth Union organisation of Hoa Hiep Bac Ward Police Department has made significant contributions to the ward’s social welfare efforts, ensuring safety, and building a cultured, civilised, and clean environment in the area. Lieutenant Nguyen Ngoc Tay has been very active in these efforts, leaving a lasting impression and inspiring both youth union members and local residents.
For his contributions to his professional work and voluntary blood donation activities, Lieutenant Nguyen Ngoc Tay has been recognised as an outstanding officer at the grassroots level for many years and has received a Certificate of Merit from the Lien Chieu District People's Committee.
