Positively leading digital transformation to serve public

Recognising the urgency and significance of digital transformation, from the very beginning, Major Nguyen Ngoc Sang, Deputy Chief of Police Station of Hai Chau 1 Ward, Hai Chau District, Da Nang, focused on researching and developing practical models to bring legal education and crime prevention efforts closer to the public, making them more effective.

Understanding the importance of applying IT and digital transformation in managing local areas, residents, and crime prevention, Mr. Sang began his research in 2021. After a period of searching for information and persistent effort, he created a comprehensive guide for the "3 Protection” movement model, helping residents grasp its details more clearly.

This handbook was meticulously developed both in content and format, offering practical benefits and meeting the needs of the police's work.

Major Sang stated, "Digital transformation and the application of IT are irreversible trends in nearly every sector. The '3 Protection Movement’ handbook has started to show effectiveness, providing many benefits to residents in the ward."

Building on this success, Mr. Sang continued to spend considerable time working with local police officers to visit residential areas, understanding the residents' needs and wishes to further integrate IT into their daily lives, enhancing its impact.

Inspired by the previous handbook's success, Sang proposed digitising its content, a plan that received strong support from the ward police leadership. However, implementing this was a lengthy process filled with challenges, as the content needed to be organised scientifically, easy to understand, memorable, and visually appealing while constantly being updated.

Thanks to his training and practical experience, along with the resilience of a police officer, Sang overcame these challenges. With great effort, he and his team completed the electronic handbook "Serving the People," which can be accessed on smartphones and easily shared via a QR code.

The launch of this electronic handbook was well received by the public. Ms Nguyen Thi Hong, a resident of Hai Chau 1 Ward, shared that she appreciated the detailed guidance on reporting crimes via the VNeID app. Thanks to the handbook, users know they don’t need to visit the police station; they can report issues directly from their phones, and the police can quickly address them.

Sharing the same enthusiasm, Ms Tran Thi Nhat Ha, a trader at Con Market, mentioned, "Accessing and using the handbook is straightforward. Anyone can easily access it to find information or report crimes without needing to go to the police station, contributing to social order and safety".

The handbook's continuous updates and modern approach have made it an effective tool in raising public awareness and enhancing the maintenance of public order and safety.

The electronic handbook has also been acknowledged and highly appreciated by various leaders, with the Hai Chau District Police recommending that the city's police innovation council recognise it as an initiative for 2024.

Beyond these models, Mr. Sang continues to innovate, linking his professional duties with digital transformation to meet practical needs.

In 2021, Mr. Sang registered to create a Zalo Official Account for the Police Station of Hai Chau 1 Ward. To date, 152 posts have been published on this platform, disseminating essential and timely information to the public. According to statistics, these posts have reached 27,039 views, with nearly 2,500 interactions, providing guidance and information to citizens via Zalo.

He actively advised the Hai Chau 1 Ward People's Committee on transitioning writing competitions from in-person to online formats and suggested establishing the city's first "Online Public Service Point" under Project 06/CP.

Major Nguyen Ngoc Sang is regarded as an "innovation leader" not only in the Police Station of Hai Chau 1 Ward but also within the Hai Chau District Police. In his role as Deputy Chief, Sang has developed several new models, including "Safe, Orderly, and Civilised Residential Areas," the "3 Safety" model, and the formation of nine "Volunteer Firefighting Teams." He has also successfully implemented the "Extended Police Service Hours for the Public" model.

With relentless effort and dedication, Major Nguyen Ngoc Sang has been recognised as an "Outstanding Grassroots Officer" for seven consecutive years (2017-2023) and has received numerous commendations and Certificates of Merit from various levels.
