Developing state management programmes according to Da Nang characteristics
Da Nang People’s Committee chaired a working session on Wednesday with representatives from the World Bank and the Swiss State Secretariat for Economic Affairs (SECO) to discuss the Public Financial Management Reform Technical Assistance Programme (SN-PFM) and the Disruptive Technologies For Public Asset Governance (DT4PAG) in Da Nang.

During the event, Standing Vice Chairman of the municipal People's Committee Ho Ky Minh informed that Da Nang has been focusing on three economic spearheads: tourism associated with resort real estate; logistics associated with seaports and free trade zones; and digital economy associated with the development of information technology and semiconductor chips.
On November 15, 2024, the Politburo issued Notice No. 47-TB/TW concluding on the construction of a regional financial centre in Da Nang.
Based on Notice No. 47-TB/TW, Da Nang and other ministries and agencies coordinate with the Ministry of Planning and Investment to research and complete the group of policies for financial technology development in particular and policies to build Da Nang into a regional financial centre.
In the coming time, the city will increase exchanges and coordinate with the WB and SECO to integrate the content of technology application in public asset management with digital transformation programmes and plans based on the city's specific mechanisms.
It is known that the WB-implemented local public finance reform funding support programme supports Da Nang in improving its capacity in public finance management based on a grant of US$3 million provided by SECO.
During the working sessions between the municipal People's Committee and the WB and SECO since August 2022, the sides have agreed to implement 4 components of the programme. The focushas been on developing a fiscal strategy for Da Nang; making a 3-year medium-term expenditure plan for the transport and health sectors; reviewing financial reports and performance of public service units in the transport and health sectors; and increasing public investment and manage public assets with climate change resilience.
The WB and SECO are continuing to assist the city with developing an application for public housing management and urban management in Hai Chau District on a trial basis.
