Efforts to ensure security and order in residential areas
In parallel with stabilising and developing the economy, Thuan Phuoc Ward, Hai Chau District, has actively encouraged residents to participate in crime prevention and combating social evils, contributing to maintaining security and social welfare.

Following resolutions from higher Party committees on enhancing the effectiveness of addressing social issues, the Party Committee and People’s Committee of Thuan Phuoc Ward have actively implemented competitive movements across neighbourhoods and residential clusters.
Security initiatives have been a priority for the locality, receiving strong support from officials and residents. An exemplary model is the "Cluster of Families Collaborating to Install Security Cameras" where residents collaboratively install cameras to monitor security in a cost-effective and efficient manner.
This community-funded model has seen 60 clusters equipped with shared cameras, with 3 to 5 neighbouring households sharing installation and maintenance responsibilities. Any unusual activity observed in front of the member households is reported promptly to the cluster leader, who notifies local police.
As stated by Ms Nguyen Thi Thuy, Secretary of Duc Loi 10 Sub-Neighbourhood, added, the initiative has been well-received because of its tangible benefits. It has fostered community spirit and provided valuable information and imagery to prevent crimes like theft and social disturbances.
The presence of cameras along streets and alleyways has significantly improved security. Camera footage has supported law enforcement in identifying and apprehending offenders efficiently.
Another notable initiative is the "Police on Extended Duty for Residents," which has issued nearly 150 citizen identification cards and guided 321 cases of online residency registration. Regular patrols involving police, militia, neighbourhood watch, and border guards have also been conducted, totalling 360 rounds.
According to Lieutenant Colonel Cao Le Duy Hung, Chief of Thuan Phuoc Ward Police, since the implementation of the ‘Cluster of Families Collaborating to Install Security Cameras’ model, social evils have markedly decreased, and public order has improved. The camera system has greatly assisted the police in monitoring and promptly addressing critical incidents.
Efforts such as mediating conflicts, raising public awareness, and managing noise complaints and traffic safety have further strengthened security measures in the ward.
Nguyen Hong Hao, Vice Chairman of Thuan Phuoc Ward People’s Committee, emphasised: “The positive outcomes of these models demonstrate the effectiveness of fostering and replicating advanced initiatives. By mobilising the collective strength of the political system and public support, we have successfully safeguarded political security and social order, contributing to local socio-economic development.”
