Round-the-clock monitoring of Da Nang fishing vessels at sea
Da Nang currently has 594 out of 602 fishing vessels, each measuring over 15 metres in length, equipped with Vessel Monitoring Systems (VMS). For the eight vessels without the system, the Fisheries Sub-Department under the Department of Agriculture and Rural Development has ordered a suspension of operations to investigate the reasons and recommend suitable solutions.

Tang Thuong Phuc, owner of fishing vessel DNa 90866TS, living in Nai Hien Dong Ward, Son Tra District, shared that he quickly installed a VMS in 2020 upon the Fisheries Sub-Department's encouragement. The system has since facilitated safer and more efficient fishing operations, enabling him to track sea areas, weather conditions, and storm warnings to secure a safe anchorage during adverse weather, particularly in the rainy season. The VMS also promotes adherence to international maritime regulations and allows swift communication with authorities in emergencies.
Nguyen Phuong Binh, owner of two large-capacity vessels, DNa 91282TS and DNa 91095TS, living in Tho Quang Ward, Son Tra District, noted that the VMS has significantly reduced operating costs. "Previously, identifying abundant fishing grounds was time-consuming and costly in terms of fuel. With VMS and support from the Fisheries Sub-Department, we can quickly locate productive areas, improving efficiency and cost-effectiveness," he explained.
The mandatory installation of VMS is crucial for Viet Nam's compliance with international regulations on combating Illegal, Unreported, and Unregulated (IUU) fishing. This measure is also key to removing the European Union’s IUU "yellow card" and expanding seafood export opportunities to major markets. Luu Quang Khanh, Head of the Fisheries Sub-Department, emphasised the importance of VMS in managing and preserving marine resources, enabling authorities to monitor vessel movements, detect violations, and provide timely assistance during sea incidents.
In Da Nang, 594 vessels equipped with VMS are monitored around the clock by multiple agencies, including the Fisheries Sub-Department, Tho Quang Fishing Port Management Board, Border Guard Command, and the city's Smart Monitoring and Operation Centre. Regular updates and cross-agency coordination have ensured no Da Nang vessel has been detained for breaching foreign waters.
To minimise VMS connectivity issues, Da Nang has urged the Ministry of Agriculture and Rural Development to direct system providers to review and upgrade features in line with Government Decree No. 37/2024. Proposed enhancements include continuous sound alerts for boundary crossings and loss of VMS signals. Timely maintenance and repairs are also encouraged to ensure uninterrupted fishing activities. Such initiatives aim to maintain effective VMS operations, enhance safety, and uphold sustainable fishing practices in Da Nang.
