New regulation for children aged under 6 with foreign parents

Da Nang People’s Committee (PC) Chairman Huynh Duc Tho recently approved a new regulation about handling administrative procedures for children aged under 6 who have at least one parent who is a foreigner.  These children must have certificates of Vietnamese nationality when their fathers, mothers or guardians are foreigners.

In detail, the ‘one-stop-shop’ mechanism will be applied for handling administrative procedures for 2 groups of children.  Children whose parents or guardians have permanent residence in Viet Nam will be issued with birth certificates, permanent residence papers, and health insurance cards.  Children whose parents or guardians have only temporary residence will receive birth certificates and health insurance cards.

Under the new regulation, district-level PCs are responsible for receiving the administrative dossiers and returning the results.  The total time allowed to deal with the administrative procedures mentioned above is 8 days after receipt.  In the case of any complications, this time limit can be extended for 2 more days.  

In detail, district-level PCs will handle birth registrations no later than 3 days after receipt.  Meanwhile, the police and social insurance agencies at district-level must issue permanent residence papers and health insurance cards respectively no later than 5 days after receipt.

The relatives of the children are required to collect the completed administrative papers from the headquarters of the district-level PCs, and they only pay fees for the permanent residence papers.
