The forum forms part of the Mekong-Japan cooperation for sustainable development and economic development and challenges between Japan and Mekong region countries, namely Cambodia, Laos, Myanmar, Thailand and Viet Nam.

Themed “Quality Infrastructure” and “Water Management”, it is an important platform to exchange opinions regarding environmental issues and challenges with respect to the ''Decade toward the Green Mekong Initiative", originally endorsed in 2009.
